Are drivers required to utilize the 34hr reset?

I'm seeing drivers having issues with running out of hours just a few hours from home.

In the "old days" (ie, pre-ELD) drivers would regain hours after their layover which would allow them to drive as many hours the next day as they did 8 days prior. While the reset option is ideal for regional or local drivers, long-haul drivers may end up being trapped in their trucks (at potentially remote locations) for a day and a half. Even more frustrating, drivers may be stuck taking a 34 hour reset just hours from home.

Guidance would be appreciated!
