Options for herbicide use - personal cut-stump application

Training says you can ONLY use the herbicide "as specified on the label". When diluted per label directions, the herbicide freezes and cannot be applied to cut-stump application by a personal carried unit. Can I legally mix some anti-freeze with it to prevent freezing (no labels mention that, OR any direction how to use in colder temperatures) of the applicator sponge? How can a person apply herbicide when outdoor temperatures are below freezing? Most (any?) applicators do not have solution heaters which can be easily carried by a person (and maybe wouldn't keep the sponge from freezing anyway).
